      • City approved Resolution requesting WA State and Fed to create a  commission to study reparations for descendants of enslaved African people and implement commission recommendations.
      • Will be layoffs and re-org to help get budget deficit in line
      • Community block grant report:
        • City will continue to prioritize CDBG funding to preserve and improve affordable housing stock
        • Rental Rehabilitation goals—1 rental unit has been rehabilitated through the city’s revolving loan fund for rental rehab projects.  The owner then commits to 20 years of affordable rents to low income.

City of Lacey

  • Briefing-Interlocal Agreement Amendment-Pooling Funds for Franz Anderson Permanent Supportive Housing Project.
    • Because of challenges around construction timing of the Franz Anderson permanent supportive housing project and deadlines around the use of ARPA funds, the draft amendment proposes to remove ARPA fund commitments from Tumwater and Thurston County and replaces them with other funding sources. Approval of the interlocal agreement will address removing the ARPA fund commitment from Tumwater and Thurston County and will not change the City of Lacey’s commitment of $3 million of General Fund dollars to support the construction of permanent supportive housing. The City of Tumwater and Thurston County will be contributing General Fund dollars and Local funds respectively to the project. The City Council is scheduled to take action on the draft amended ILA at the December 3, 2024 meeting.

City of Tumwater

  • Approved-Interlocal Agreement with Cities of Lacey, Olympia and Yelm for Accessory Dwelling Unit Plans.
    • Authorize Mayor to sign the ILA with City of Lacey, Olympia and Yelm to continue the current accessory dwelling unit pre-approved plan program.
    • Recent changes to the state energy code have prompted a need to update the original plans, and the purpose of this ILA is to allow that work to be completed so that the program can continue and to expand the program to include the city of Yelm.
  • Approved-Ordinance 02024-009 Amending Utility Taxes Water, Sewer and Stormwater
    • To increase the utility tax on the Water, Sewer and Stormwater utilities, from the current 6% to the proposed 12% for the purpose of increasing revenue in the General Fund.
